The MANDATORY PARTICIPATION Program 

THE THREAT OUTBREAK PREPAREDNESS PROGRAM, TTOPP is a mandatory participation and contribution program, each inhabitant of the community is required to donate four hours a week after training in the home is complete for the duration of their time within the community. They are to receive grant monies for this time, and they will have the opportunity of picking and choosing the areas in which to volunteer and the time in which to volunteer, so long as it does not conflict and is available.
