The Threat Outbreak Preparedness Program, LOCAL AGREEMENTS 

There will be a local agreement with each state and local government where particular community is located. Those agreements will stipulate that the inhabitants of each community will abide by the local laws, and will conduct themselves in a manner worthy of the community. The agreement with the local government will include permitting of the police department to enter the community while carrying their weapons during emergencies. But that non-emergency matters which consist of any matter that is not a felony under law will be handled by the CPU and the policies and procedures in place within each community. Other than local law enforcement, no-one, absolutely no person will be permitted to have a gun of any kind within the community, such as a mandatory termination offense! It will not matter even if the party has the item in the confines of their own home, confines of their own automobile, or a friend were to bring it to the home without their knowledge.
